World of Warcraft Archaeology Question?

It shows up randomly just like any of the other objects you try to make. As soon as you are high enough lvl to dig the sites in Ulduum then you're able to have the chance at the jars. I've only made one jar and my alch lvl was 525 but nothing worthwhile inside so I don't have an answer for the last part of your question.
