No an absolute is not a dictatorship. A dictatorship can be absolute though. Make sense? Anyways he is saying that only a sith will be cruel enough to deal (destroy, kill, destroy an entire planet, ect) in absolutes. In the military, one concept of war is to react to the attack with proper and necessary actions. This doesnt mean nuking a country because they shot a rocket launcher at your borders. A sith would do this and that is what he is getting at.
